There's
a country in Europe where you can vote in city elections on
the internet. And where the government holds its ministerial
council meetings online. And where cell phones are used to pay
parking meters and to find the nearest WI-FI hotspots. Where
is this country? The answer is Estonia, often dubbed 'e-stonia',
by virtue of its being the most technologically advanced European
country.
Estonia has only been in the European Union for two years, but
it has the third fastest growing GNP in the EU ranging between
5 and 8% per annum over the last five years. Estonia is also
witnessing a tourist boom: every year three million foreign
tourists visit Estonia, attracted by its undeniable beauty (it
is one of the best preserved medieval towns in Europe), and
scenic cruises on the Baltic Sea, the Gulf of Riga and the Gulf
of Finland
This booming tourism industry, coupled with the nation's high-tech
mindset, suggest a bright future for Estonians. But closer inspection
reveals Estonia faces a major challenge if it is going to make
this promise a reality.

Estonia has one of the fastest evolving HIV epidemics in Europe,
spreading at 10 times the rate of most Western European countries.
It also has the highest adult HIV prevalence in Europe, at 1.1%.
